DMSEDO is a non profit, nonpolitical, voluntary organization committed for a people centered development group and is dedicated to serve the rural poor and the downtrodden people. The development program around Williamnagar area was initiated in 1986 by Church's Auxillary for Social Action (CASA) with the active cooperation of Garo Baptist Convention (GBC). Since then efforts are being made to educate village communities on various socio-economic, ecological and other factors which are not allowing the people in the society, especially the poor and marginalized so they may enjoy sufficient and secure life. The education process prompts the villagers to form different committees like a Village Level Committee, Women Association, Self Help Group etc. to strive for achieving all around development in the area.The District level committee drawing its members from the village key leaders in the area  and act as advisory body to different development committee at village level. Through the advisory committee its members felt the needs to have an active development organization in the

region. Hence in 1996 the DLC registered itself as a society in the name of “District Multipurpose Socio Economic Development Organization” (DMSEDO). This organization has emerged as a non profit voluntary development organization through the guidance initiated by CASA. DMSEDO work side by side and executed all the programmes activities in the rural with the help of CASA. Vocational training, construction of ring well, health camp, training for self income generation. Non formal education (NFE) session in the villages was done for which financial assistance received from CASA. DLC functioned adult education and Non formal school with the help of financial assistance from Adult Education Department, and also supplied sapling of oranges, pine apple and banana suckers, seedlings of various trees, vegetables seed etc. for farmers of the rural area. From 2005, DMSEDO executed all the programme activities independently covering more than 25 villages, under  Samanda Block Development, East Garo Hills.
